The Whatcom Museum of History & Art is housed in the old City Hall building, an historic structure in its own right. Built in 1893, the red brick building is a Victorian design by a local architect. Today, the old City Hall building serves as the main building for the expanding museum campus, which also includes the Syre Education Center, Arco Exhibits and the Whatcom Children’s Museum.

The museum sponsors art exhibits, natural history and fund-raising events. The museum also sponsors gallery walks, walking tours of the historic buildings of the city, history and art lessons for local schools and adult groups, and historic cruises on Bellingham Bay. An active community organization, the museum offers or sponsors a wide variety of events and workshops for the local community through its campus. The Whatcom Museum's staff who are exceptionally knowledgeable about the area, giving lectures for students, children and visitors on the history of Whatcom County.

The building was renovation in 1999, which involved work on the housing for the elevator, rebuilt roofs and repair of the cupolas. The interior has been redone with a clean, modern gallery look with doors and paneling of native and imported hardwoods. The first floor houses changing local natural-history exhibits; the second is of contemporary art; and the third retains a permanent display of Victorian clothing, woodworking and toys. The Arco Building contains changing art and history exhibits.
