At Sunset Square off East Sunset Drive. Drive as if you were going to the Sunset Square movie theater. The restaurant is a few stores south of the Theater in the strip mall.
Description:
The Gods of Chinese Food have finally looked down upon Bellingham and with a benevolent hand, blessed us with a good Chinese restaurant. Who cares if it takes a drive out to the Sunset Square mall to find it?
The Panda Palace features Mandarin dishes served fresh and hot, from inexpensive lunch specials for one, to interesting House Special Family Dinners that feed up to eight people. If you want to play it safe, however, with one of the well-known combination plates served with fried rice and an egg roll, and you won’t be disappointed. Or you could be a bit more daring and go for the Peking Duck, which requires two hours advanced notice to prepare, or the "Seven Stars Around the Moon" for two people. This is a lobster, crabmeat, scallop, shrimp and mushroom feast prepared by the "chief chef."
The menu is extensive and selections can be made from a "health and diet food" section if you care about those kinds of things. Sometimes a Chinese menu can create a culture shock that causes one to end up panicking and ordering random things like jellyfish soup, chicken knuckles, or a big bowl of plain white rice. That won’t happen here because the menu is easily understood and pictures of the dishes on the menu help you to figure out what you want, or don’t want. The menu is divided by beef, poultry, pork, seafood, noodles and vegetable selections.
As you finish that last cup of tea, you can relax in one of the familiar booths, read your fortune cookie, and contemplate the ancient Chinese proverb: "Strip mall has best Chinese food."

Definitely the best Chinese food I've had so far in the Bellingham area. I highly recommend you try the "BBQ Pork Fried Rice". You won't find it on the menu but they'll make it if you ask for it. It really IS delicious!
